Minutes of the monthly Board meeting
Jan 20th, 2007 held at Skyline Mountain Resort Clubhouse

Meeting called to order at 6:01 p.m. by Chairman Roger Mace.  Attending were Roger Mace, R.J. Slater, Jay Hansen and Mont Pugmire with George Scarlet coming at 6:05 p.m.
Other attendees are on the attached roll.

Minutes from the Dec 7th, 2006 work meeting and the Dec 16th, 2006 budget hearing were read and approved as amended.  The minutes for Dec 16th, 2006 Board meeting were read and approved as written in the initial draft.

Discussion on the Fairview Road frozen water line followed.  A call was made to Shelley Excavation authorizing immediate repair or replacement of the frozen line, believed to be frozen in the road or at the driveway of A-8, Todd Anderson.  The frozen line to the west affecting Wright and Christiansen was repaired by tying the lower (west) part of that street into the main line just to the west.  The repair will be with sufficient length of 6” main to resolve this issue and will be capped at two ends and tied into the 2” line on the east that has provided the water for that street.   This should allow water to flow to lots A61, A60 and A59.  This will be done on Monday, 1/22 or as soon as pipe and fittings can be obtained.  Shelley is to be reminded of the requirement to place the line at sufficient depth and to bed it in sand and place identifying wire on top of the pipe area.  In addition, Shelley will have to chlorinate the new pipe prior to its use domestically.  R.J will be responsible for the on site inspection but, because of personal appointments, may delegate some on site inspection duty.

Richard Guevera of Lot GC 25 came to discuss his complaint about the way the SSD, specifically, Mont Pugmire of the SSD, is handling the snow plowing this year.  He said the he had been told by Mont that “75-80% of the people told me they don’t want the roads plowed” and that he had personally spoken to most of the residents and he said they wanted the roads plowed.  When asked what Mont hoped to gain by not plowing the roads, he was unable to provide an answer.  He brought a “petition” that he had created with several signatures on it claiming that they wanted the roads plowed when it snowed.  Information was provided that the lower roads had been plowed 4 times this season so far but he maintained that the plowing began only after he registered his complaint.  Chairman Mace said, “I live in the city and this year we have had about as much snow as you have (meaning the Resort area) and my roads have been plowed this many times (holding his fingers to indicate 0.”  Mont reviewed the original survey the SSD sent out to the 30 affected lower area residents and then read the survey results which also were mailed to those same recipients.  The survey result letter contained an apology from Mont for wrong information published in the first survey and provided a review of the results.  Of the 30 mailed, 22 responded either by phone or letter and many had excellent comments.
The consensus is that 16 of the 22 respondents want the roads plowed if we get a storm of 6” or more, which is consistent with our present practice.  Incidentally, 6” snow depth is the survey choice made by Mr. Guevera.  Mont shared that the first snowplowing we did was not a result of Mr. Guerea’s complaint but was a result of a 6 + “ snowfall that occurred at that time and that we have now plowed all or essential parts of the roads, gates and card readers 6 times this winter.

Mr. Guevera asked for the copy of the minutes where he was told that he would be paid back by the SSD for the money he advanced to run a water line to his new home, which was being built in an area that at that time, was not scheduled for development, necessitating him to fund the project in advance.  Mont was assigned to research the minutes and provide him a copy of those minutes.  He was reminded that the commitment made at that time was that he would be reimbursed for his up-front costs as others owning adjacent lots to the new water line applied for water connection and residence.  This involved 4 specific lots.  Mr. Guevera claims to have a letter from the SSD saying we would reimburse him “as soon as we had available funds.”  Mont stated that he has talked to Mr. Guevera on three separate occasions asking him to provide a copy of the letter but so far he has been unable to provide a copy.

Water Project:  Roger offered detailed information he has learned concerning creation of Special Improvement Districts (SID’s) and how to fund, create, bond and get approvals to move ahead.  This has involved significant time with our attorney, a bonding attorney and various government agencies.  In summary, there are many hurdles to cross but we simply must proceed hurdle by hurdle.  He also stated that our attorney has stated that it is highly unlikely we can move the project to funding without the SMR deeding process being resolved.

Magnesium Chloride:  After discussion it was decided to re-work last year’s letter and send it as 3 separate letters with one to area B and A; one to area C and one to Birch Creek area.  We need to inform the member volunteer contributors that rather than fund first and hope for collection, that we will be asking for their funds and commitment in advance so the money is in hand prior to MgCl being ordered and applied.  We would like the treatment to be in place prior to Memorial Day, if possible.  There was significant discussion about how much our grading and road maintenance was reduced on those roads where the MgCl was applied, leading to a significant dollar savings.  We will send the letter via e-mail to each Board member for editing or comment prior to mailing.  Target date to be mailed is March 1st, 2007.

The used 1-ton truck we are looking at for snow plowing and spraying is still available.  We can get the truck for free but it will probably cost about $4,000 to outfit is with the 1 cubic yard salt-sand spreader and plow apparatus.   It was agreed to go ahead and secure the truck, have it mechanically evaluated and if all looks good, buy the rest of the equipment for it.

R.J. Slater will work on our emergency response policy manual and back flow policy manual.  This will be a requirement for setting up any SID’s and is needed for us for good safety for our members in any case.

George reported from the SMR Board that they recommend a uniform 25 mph speed limit in the Resort with prominent signs placed on all of the gates and perhaps in other prominent places and suggested the removal of the old 10 mph signs wherever they still are in place.
