Minutes of the monthly Board meeting held April 21st, 2007 at the Skyline Mountain Resort Clubhouse.

Meeting called to order at 6:02 p.m.

Minutes of the previous meeting were read and approved.

Financial Report:  We have $77,000 in the checking, $43,000 in the savings + a CD for $17,000.  There will be some substantial invoices coming to pay for the frozen water line in Fairview Drive that was frozen and split beyond repair.  This new line was installed to the size of the water master plan now being finalized.

The Page new water line is also in and needs only the roadway resurfaced to be completed. 

A review of the volunteer funds received for the MgCl project shows that section B is 100% funded, section A is nearly funded, C section is about 50% funded and Birch Creek is about 35% funded but we have a commitment from the new owners of Legacy Mountain to contribute $1,000 toward this road.  It was decided to proceed with all of these areas plus the first .7 miles of Juniper Drive (from the end of the present pavement to include the first “S” turn).  In addition, we are going to experiment with the other “S” turns to see if the MgCl will help lessen the washboarding and keep those roads in better shape at those vulnerable points.

There was a review of the joint meeting between SMR and SSD Boards with their respective attorneys concerning the best way to hold title to our water rights so they can be preserved.  The State Engineer will not allow privately owned municipal water.  Transferring the shares from SMR to the SSD seems, according the attorneys from both boards, the only way to guarantee the preservation of these rights.

Water Project:  The rough draft of the letter to the members is being prepared.  All Board members will get a copy in the next few days and each is requested by the Chairman to respond with editorial ideas or suggestions.  This letter will also be reviewed by the SMR Board since it will be sent jointly to the members.

Fire hydrants:  We should get Birch Creek Water Master, Jay Nelson to test flow our hydrants and then we will notify Fairview City, Mount Pleasant City and Sanpete County of the restrictions on our hydrants.

Chipper:  Fairview Lakes wants to use the chipper for 1 month in July.  We need to resolve insurance, repairs, maintenance, damage and operation before letting it go.  They do own a share in it so it is right that they can use it in their development.  Attorney Carlton is getting us the authority to own title to that equipment.

There was discussion about some of the road projects we need to do this summer.  We will probably need a work meeting to set times, priorities and get these going.

Marshall Fox brought a list of things he and others feel need attention in “C” section.  This included a stop sign at the bottom and some street signs that need to be installed.  Logs on vacant lot need to be moved out of the road edge for safety.  There is some gravel needed before MgCl is applied.
