Minutes of the monthly Board meeting held June 16th, 2007 at Skyline Mountain Resort Clubhouse at 6:00 p.m.

Meeting called to order by Vice Chairman, Jay Hansen at 6:02 p.m.  Absent were Roger Mace and George Scarlet

Minutes of May 19th read and approved.  Vote to approve was 3-0

Action items from the May minutes were reviewed. 
            Orson was given a key to the Thad’s Peak Well to make certain it either auto-fills or that it is kept full with manual operation until Sunderlin Electric and Roger can get the controls re-plumbed and or re-wired.
            Chipper part is due any time so we can get it to Fairview Lakes for their June-July needs.
            Mont reported that Cox Equipment will do repair on the chipper if we need them rather than haul it to Salt Lake.
            Haynes to go back over “O” now that it is dry enough to re-grade.  We may need 6-10 loads of 1” road base + 2 culverts.
            Jay was asked again to pursue the 1 ton truck for mechanical soundness.

Water Project:  Funding: Rural Water Development (a division of the US Dept of Agriculture is really warming up to our water project.  They have met with HAL and this is looking promising.

Contractor Damage: 
Shelley Excavating.  Motion to pay ½ of the Birch Creek Pipeline damaged by them during the frozen water period on Eagle Drive.  This is really their responsibility because Doug knew where the line was and just forgot about it while digging up to find out where our freeze was.  This was invoice # 917 for $638.12.  We will pay ½ as a good will gesture since he was so willing to accommodate our needs during this cold weather period.
Grammes on A-6:  R J will be in contact and show him what backflow and meter equipment he is responsible to install.
Joseph Adams: R J will advise him he needs to get his meter and backflow in.
Haynes:  RJ will contact about his meter needs.

Tabled the question as to whether or not SMR Board has contact Houghton and secured authority to straighten Juniper Drive ½ mile below the winter park area to enhance safety.

The county is doing over posting for positions again.  They need to get on this right away.  It should have been done in the first week of May but they didn’t take action in a timely fashion.

Go ahead was given to proceed with the asphalt bids.  Jay commented that they had looked at all the marked areas and agreed with all of them.

MgCl reviewed.  Birch Creek as of 6/14/07 had paid $3030 (about 50%), which includes a $1,000 contribution from the new owners of Legacy.  C-section as of same date = $1410 out of $2,800.  B and A sections have contributed $2465 out of $2600, which is 95%.  Dale Wanless said he would personally be willing to pay for the untreated gaps on the County Birch Creek Road next year.

Report from Orson Stilson:  He has sprayed what he can and will continue up mountain as new growth shows.  The areas still needing attention are Upper Mountain and upper Birch Creek.

Orson went to source protection meeting of Rural Water Assoc.  Discussed Chicken Springs and difficulties of source protecting a spring.  It was mentioned that if the electric service was off, even 9 gallons per minute of gravity flow into our storage tank could be a lifesaver.

RJ has the federal warning signs for the wells, tanks and pumps.  Orson will install.

Meeting adjourned to Monte’s truck for a driving review of the paving/patching; Juniper Drive; Choke Cherry Drive; and the Deer Valley Drive project plus showing Orson how to access the Thad’s Vault and how to operate the controls to make sure we are delivering water.
